It's not a recall, since a recall means something completely different. There's no safety issue with this.
It's a dealer TSB (technical service bulletin). If you flood, they will replace your starter (if you have the low end version we all got in 2004), upgrade your car battery (from a ~350 CCA to 650 CCA), as well as replace your spark plugs.
If you just come off the street, I doubt they will hand you a new battery. But if you flooded... then you might qualify.
